 　わたしたちの周辺に、外国人の姿が増えている。近所にも、中国系の労働者、フィリピン人家族、ベトナム人労働者、ブラジル人と結婚した日本人一家、家屋の解体に従事していた外国人・・・・・その数は増えるばかりである。あるいは、京都などに行くと、たくさんの外国人観光客の姿を見る。観光地では、外国人観光客を見ることはずっと前からあった。しかし今ほど多くはなかった。

　外国人との接点が、日常生活で増えてくる中で、当然摩擦も起こる。

　今日の『中日新聞』記事には、排外主義的な政策を掲げる参政党の支持者が増えていることを指摘するものがあった。「日本人ファースト」で急伸する参政党、熱の源は　排外主義懸念の声「外国人優遇の事実はない」がそれである。

　なぜ日本に外国人が増えているか。

　残念ながら、政権を握ってきた自由民主党、宗教政党である公明党は、議員自体が「今、自分がどれだけカネを集め、良い生活ができるか」だけを追い求め、どういう日本にするのかなどという政策については、ほとんど関心を持たなかった。彼ら議員は、自分の政治家としての地位を維持するために、国民から集めた税金を支持者たちにばらまき、他方、経済界から提供される政治献金をひたすら集めて支持者に配ってきた。

　したがって、現在、外国人が増えてきた原因をつくりだしたのは、自由民主党、公明党、そして経済界なのだ。国民生活に関心を持たない彼ら政治家は、行き当たりばったりの国内政策と、宗主国アメリカの言うがままの外交政策だけで権力を維持し続けた。彼らには考えることはない。アメリカや経済界の言うがままの政策を行い、カネをばらまいていればみずからの地位を維持できてきた。

　政治家は、そうした日本のふつうの人びとの気持ちを汲みとらなければならない。「外国人差別はするな」というあるべき理念を協調するのは正しい、しかしそれだけでは、不安は増すばかりである。
