軍事化したニューリベラリズム Military neoliberalism

 　アメリカとイスラエルによるイラン攻撃、もちろんこれは国際法を無視した蛮行である。先にアメリカがベネズエラに対して侵攻した事件も、国際法を無視した蛮行である。まさに無法状況が起きている。

　それはロシアによるウクライナ攻撃も、国際法無視の暴挙である。ロシアによるウクライナ攻撃は、アメリカを中心とする国々（NATO）が、ウクライナを勢力下に置きたいがためにウクライナを反ロシアの国家とするための策動が原因であるとは言え、国際法的には許されない行為である。

　このように、ロシア、アメリカという大国が、大がかりな軍事行動を開始している。

　このアメリカとイスラエルによるイラン攻撃を、今日の新聞で、イギリス、フランス、ドイツがアメリカに協力すると共同声明を出したという。イランによる周辺諸地域への攻撃を非難するなかでの声明であるが、しかしまず批判されなければならないのは、アメリカとイスラエルのイラン攻撃であろう。これが発端で、イランは周辺への攻撃を始めたからだ。

　現在の国際情勢、大国は、国際法を無視し、正当性もない軍事行動を始め、一般庶民を苦しい状況のなかに追い込んでいる。米軍は、イランの女子小学校に爆撃を行い、多数の死者を出したという。

　わたしは、この背後に、飽くなき利益追求を是とするニューリベラリズムの動きがあると考えている。ニューリベラリズムの動きは、1980年代から蠢き始めた。アメリカのレーガン大統領は、アメリカの飽くなき利益を追求する富裕層の大きな期待をあつめて当選した。富裕層は、レーガンを大統領にするために多額の支援を行った。そして当選させた。レーガンはもちろん共和党である。共和党は大企業や富裕層への減税で支持を集める政党である。そうした政策を正当化する言説がニューリベラリズムである。イギリスのサッチャー政権も、そうした政策を行った。以後、世界の富裕層は、ニューリベラリズムの「改革」を求めた。

　その「改革」の最大の目的は、富裕層がより豊かになること、政府や自治体から公共性を奪い、それをカネ儲けの手段とすること（「民営化」）、あるいは公共の場である公園や公共施設なども、カネ儲けの手段へと変えることであった。

　このニューリベラリズムは、ほぼ行きわたった。しかし富裕層の欲望は際限がなく、今度は国家的庇護のもとにある軍需産業に触手を伸ばし、戦争を行わせることでカネ儲けをさらに求めようとし始めた。アメリカはもともと「軍産複合体」が政治に大きな影響をもち、軍需産業はアメリカ政府に戦争をやるように働きかけて戦争をさせ、多大な利益をあげてきた。その姿を、イスラエルもみならい、今や日本も軍需産業を盛んにしてカネ儲けをしようとしている。

　まさに現在は、大国やイスラエル、日本、そして英仏独なども、そうした動きを強めている。

　昨日記したように、しかし大国同士は戦争をしない。大国は弱小国になんらかの理由をつけて戦争を始め、軍需産業をより盛んにしようとしている。そして大国は、ほかの大国と何らかの対立が起きたときには、大国の目下の国家を戦わせようとしている。まさにウクライナは、その明確な事例である。ウクライナにロシアと戦わせ、そこで使用される武器弾薬はアメリカなどが売る。

　ドル基軸体制を維持しなければいけないアメリカは、中国の経済圏が拡大することを阻止しようとしている。その中国を軍事的に牽制するべく、日本の軍拡をすすめ、そして中国に近いところに軍事基地をつくらせている。もし戦闘が起きれば、そこで使用されるのは米国の武器である。ウクライナと同じ構図である。

　ニューリベラリズムは、最後の「発展形態」として、軍事的ニューリベラリズムへと「発展」した。

　世界のふつうの人びとは、そうした動きに対して、どう対抗すべきか、真剣に考えなければいけない時代へと突入している。そうでなければ、待っているのは悲惨な死であり、また虐げられた貧しい生活が待っているだけだ。 

 The attack on Iran by the United States and Israel is, of course, a barbaric act that disregards international law. The earlier incident where the United States invaded Venezuela was also a barbaric act that disregarded international law. A state of lawlessness is indeed unfolding.

　Russia's attack on Ukraine is likewise an outrageous act disregarding international law. While it could be argued that Russia's attack on Ukraine stems from the scheming of countries led by the United States (NATO) to turn Ukraine into an anti-Russian state in order to bring it under their sphere of influence, it remains an act impermissible under international law.

In this way, major powers like Russia and the United States have launched large-scale military operations.

　Today's newspapers report that Britain, France, and Germany issued a joint statement declaring their cooperation with the United States regarding this US and Israeli attack on Iran. While the statement condemns Iran's attacks on neighboring regions, the primary criticism must be directed at the US and Israeli attack on Iran. This was the trigger that led Iran to begin its attacks on neighboring areas.

　In the current international situation, major powers are ignoring international law and launching military actions lacking legitimacy, plunging ordinary citizens into dire circumstances. U.S. forces reportedly bombed an Iranian girls' elementary school, causing numerous casualties.

 I believe behind this lies the movement of neoliberalism, which justifies the relentless pursuit of profit. This neoliberal movement began stirring in the 1980s. U.S. President Reagan was elected by garnering the high hopes of America's wealthy elite, who sought the relentless pursuit of profit. The wealthy elite provided substantial financial backing to make Reagan president. And they succeeded. Reagan, of course, was a Republican. The Republican Party is a party that gains support through tax cuts for large corporations and the wealthy. The discourse justifying such policies is neoliberalism. The Thatcher government in Britain also implemented such policies. Since then, the world's wealthy have demanded neoliberal “reforms.”

　The primary goal of these “reforms” was to enrich the wealthy further, strip public services from governments and municipalities to turn them into profit-making ventures (“privatization”), or transform public spaces like parks and facilities into money-making opportunities.

　This neoliberalism spread almost universally. However, the desires of the wealthy are limitless. They then began reaching out to the military-industrial complex, protected by the state, seeking even greater profits by instigating wars. America has long been shaped by the “military-industrial complex,” where the defense industry wields significant political influence, lobbying the US government to wage wars and reaping enormous profits. Israel has followed this model, and now Japan too is actively promoting its defense industry to make money.

Indeed, major powers like Israel, Japan, and even Britain, France, and Germany are intensifying these movements.

　As noted yesterday, however, major powers do not wage war against each other. They find some pretext to start wars against smaller nations, aiming to further boost their military-industrial complexes. When conflicts arise between major powers themselves, they seek to pit other major powers' vassal states against each other in battle. Ukraine is a clear example of this. They are making Ukraine fight Russia, and the weapons and ammunition used there are sold by the US and others.

　The United States, needing to maintain the dollar-based system, seeks to block the expansion of China's economic sphere. To militarily contain China, it is pushing Japan's military expansion and establishing military bases near China. Should combat occur, the weapons used there would be American. It's the same pattern as Ukraine.

Neoliberalism has “evolved” into military neoliberalism as its final “form of development.”

　Ordinary people around the world have entered an era where they must seriously consider how to counter such movements. Otherwise, what awaits them is nothing but a miserable death and a life of oppression and poverty.
