「学校保護宣言」The Safe Schools Declaration

 　国際法を全く無視した、残虐なアメリカとイスラエルによるイラン攻撃により、イランの学校が攻撃され、160人以上の子どもが殺された。極悪非道な両国ではある。

　週刊誌『週刊金曜日』の記事に、「学校保護宣言」という国際的な取り決めがあることを知った。The Safe Schools Declaration　のHPをみると、この宣言は2015年に、ノルウェーとアルゼンチンにより主導され、まず37カ国が賛同して策定されたという。

　すでに122カ国が賛同していて、G7も日本以外は賛同しているという。日本という国家の恐ろしいくらいの人権感覚のなさにあきれてしまう。

　その宣言の中身は以下の通りである。 

○ すべての少年少女は、暴力や攻撃を恐れることなく教育を受ける権利を有しています。
○すべての教師、教授、学校管理者は、安全かつ安心で、尊厳が保たれた環境下で教育や研究を行うことができるべきです。
○すべての学校は、たとえ戦争中であっても、生徒が学び、その可能性を十分に発揮できる、守られた場であるべきです。
○すべての大学は、学生や研究者にとって安全な場所であり、批判的かつ自立した思考を育み、知識を活用する場であるべきです。

　内容的には当たり前のことが宣言されていて、躊躇する余地は全くないと思う。日本政府がこれに賛同しないというのは、まさに日本の学校でこの宣言の内容が実践されていないということである。

　情けない国家である。

 In a brutal attack on Iran by the United States and Israel—completely disregarding international law—Iranian schools were targeted, resulting in the deaths of over 160 children. These two nations are truly heinous and despicable.

　I learned from an article in the weekly magazine  Kin'yobi（Friday） that there is an international agreement called the “Safe Schools Declaration.” According to the Safe Schools Declaration website, this declaration was initiated by Norway and Argentina in 2015 and was drafted with the initial support of 37 countries.

　It has since been endorsed by 122 countries, and all G7 nations except Japan have signed on. I am appalled by the Japanese government’s terrifying lack of respect for human rights.

The contents of the declaration are as follows: 

 Every boy and girl has the right to an education without fear of violence or attack.
 

Every teacher, professor, and school administrator should be able to teach and research in conditions of safety, security, and dignity.
 

Every school should be a protected space for students to learn, and fullfil their potential, even during war.
 

Every university should be a safe place for students and academics and to foster critical and independent thinking, and to harness knowledge.

 　The declaration simply states the obvious, and I see absolutely no reason to hesitate. The fact that the Japanese government does not endorse it is proof positive that the principles of this declaration are not being put into practice in Japanese schools.

What a pathetic country.
