学校教員の「心の病」 Mental Illness Among School Teachers in Japan

 　先日、公立学校教員の7119人が「心の病」で休職しているというニュースが流れた。こうしたニュースには驚かなくなっているが、わたしにはその原因に心当たりがある。

　「教師集団」ということばがある。授業などではひとりの教員と多数の生徒と相まみえるのだが、しかし何らかの問題が起こると、教員はひとりで悩まずに同僚に話し、教師集団をバックにしながら問題に対処する。

　むかしは教師集団が生きていた。

　しかし最近聞くところによると、そうした教師集団の姿が見えないそうだ。

　教師集団を消したのは、文科省である。給与に差がつく教員評価制度を導入し、また教員に「主幹教諭」などという階梯を設け、教員が集団として動けないようにしてきた。つまり教員のなかに分断を持ち込んだのだ。教員が分断されることなく、平等に遇されていれば、教師集団は助けあいながら学校を支えていく。

　文科省にとって大切なのは、生徒や教員ではない。教育現場に上意下達のシステムをつくり、文科省の方針が徹底されることこそが大切なのだ。文科省の手先となって働くのが、都道府県の教育委員会事務局であり、ほどんどの教育委員会事務局は、文科省の下請け機関化している。

　学校現場から、自由や平等がなくなっていくなかで、「心の病」に苦しむ教員が増え、また学校に行かない不登校の子どもが増えるのだ。

　学校に自由と平等を、それが唯一の解決策である。

In other words, they sowed division among the teachers. If teachers were treated equally without being divided, the teaching community would support the school through mutual aid.

For the Ministry of Education, what matters most is not the students or teachers. What matters is creating a top-down system in educational settings and ensuring the Ministry's policies are thoroughly enforced. The prefectural boards of education act as the Ministry's agents, and most of these boards have become subcontractors for the Ministry.

　As freedom and equality disappear from schools, more teachers suffer from mental illness, and more children become truant.

Bringing freedom and equality back to schools is the only solution.
