衰退する日本 Japan in Decline

 　猛暑の下、大阪の人工島・夢洲で大阪万国博が開催されている。夢洲は、ゴミを埋め立てて出来た島である。当初から、なぜこんなところで、という声があった。

　大阪維新の会所属の大阪府、大阪市の首長たちは、その夢洲にカジノを開設しようとしていた。しかしカジノ建設のために、公金をつかってインフラの整備をするわけにはいかないので、万博を誘致して公金でインフラ整備をおこなわせようとしたのである。姑息な作戦であった。

　万博開催が決まってから、各国のパビリオンの建設が始まった。しかし、日本の大手ゼネコンはパビリオン建設に手を挙げなかった。そのため外国系の企業が建設することとなり、建築を進めるためたくさんの下請け業者を集めてきた。

　そしてパビリオンが完成した。しかし、建築を請け負った元請け業者は、下請けの業者にカネを支払っていない事例があることがわかってきた。実際に建築に携わった人びとは、小さな企業で、カネを支払ってもらわなければ立ちゆかなくなる。それでたいへん困っている。

　万博は国家事業だから、という認識で、下請け業者たちはたいへんな仕事をしてきたのだろう。

　ところが完成してみれば、自分たちが働いた代価が支払われない。そこで困った業者たちは、万博を開催している万博協会に訴えた。ところが、万博協会は、民間企業と民間企業とのあいだに生じた問題だから知らん、という態度をとっている。

　わたしはここに、日本の衰退、劣化を見る。万博は国家事業ではないか。その国家事業に関係した人びとに代金が支払われない事態が生じた。万博開催に責任を持つ万博協会が、そうした人びとの声を無視する、まさにここに日本国家の劣化が映し出されている。

 The Osaka World Expo is being held on Yumeshima, a man-made island in Osaka, Japan, under a sweltering summer heat. Yumeshima is an island created by reclaiming garbage. From the beginning, there were people who wondered why the Expo was being held on such a place.

　The leaders of Osaka Prefecture and Osaka City, who belong to the Osaka Restoration Association, wanted to open a casino on Yumeshima. However, they could not use public funds to build infrastructure for the casino, so they tried to lure the Expo to Yumeshima and use public funds to build the infrastructure. This was a very clever strategy.

　Once the decision was made to host the Expo, construction of pavilions for each country began. However, the major Japanese general contractors did not take part in the construction of the pavilions. Therefore, it was decided that a foreign company would build the pavilion, and they gathered many subcontractors to proceed with the construction.

　The pavilion was completed. However, it has come to light that in some cases, the main contractor who undertook the construction did not pay money to the subcontractors. The people involved in the actual construction of the pavilion are small companies, and if they do not receive payment, they will not be able to survive. They are in a lot of trouble.

　The subcontractors must have been aware that the Expo was a national project, and they worked very hard.

　However, when the Expo was completed, they were not paid for their work. The contractors, troubled, appealed to the Expo Association, the organizer of the Expo. The Expo Association, however, has taken the attitude that it does not care about the problem because it is a matter between a private company and a private company.

　This is where I see the decline and deterioration of Japan. The Expo was a national project. The people involved in the national project have not been paid. The fact that the Expo Association, which is responsible for hosting the Expo, ignores the voices of these people is a reflection of the deterioration of the Japanese nation.
