庶民に寄り添う政策を Policies that stand by the common people

 　庶民が求める政治は、自分たちの苦しくなっている生活を立て直してくれること、である。日本のリベラルととばれる政治勢力は、そのための政策をどの程度示しているのだろうか。

　ニューヨーク市長に当選したマムダニは、バスと保育の無料化、公営の食料品店の開設、家賃値上げ凍結など、苦しくなっている庶民の生活を具体的に改善する政策が提示され、それによって当選した。

　日本のリベラル勢力はどうか。具体的に庶民の苦しくなっている生活を改善する政策を示しているか。

　いまもっとも重要なのは、異常に高騰した日本人の主食である米の価格をどうしたら引き下げられるのか、であろう。だが、もちろん庶民の生活を振り返ることもしないで好戦的な姿勢を示す自由民主党政権は高騰する米価なんか気にしない、市場に任せるしかないと言い放っている。政権は、米価が高騰していても知らないよ、という姿勢である。

　だが、リベラルな政治勢力も、米価をこのようにして引き下げますという提案をすることもない。彼らも、庶民の生活に寄り添うことをしないのである。

　また、もちろん一部の日本人による外国人排撃の風潮はあってはならないことだ。だが、外国人が増加している現状を、きちんと説明しているだろうか。

　長年にわたる自民党政権の悪政により、庶民の所得は減り、非正規労働者が増え、いままで当たり前となっていた結婚して子どもを産み育て、新しい家をつくる、という基本的な生活が奪われている。その結果、少子化が進み、日本は労働力が不足し、外国人労働力に頼らざるを得なくなっている。実際、政府や財界は、海外から低賃金でも働いてくれる労働者を導入しているが、彼ら外国人に対する法的な地位について不安定なままにし、彼らの人権などに何の関心も持たない。ただ低賃金で働き、一定の期間働いたら帰国させる、という方針である。したがって、日本は外国人労働力に依存しないと経済を回していくことが出来なくなっていることを、自民党政権は庶民に説明することなく放置している。

　実際に外国人が居住する地域では、政府・自治体による外国人対策が不十分なため、住民は外国人と、直接関係を持たざるをえない。ゴミの出し方始め、地域の慣行は、地域住民がそれぞれの場で教えていくしかない。そこで摩擦が生じることもある。

　わが家の裏に6室あるアパート、その半分が外国人家族である。それも出入りが頻繁である。地域の慣行を教えるのは、わたしを含めた近隣住民である。

　徐々に増加している外国人、それに対して不安を抱く住民たち。政府、自治体や外国人を雇用する企業は、なんの説明もしない、放置したままである。

　外国人排撃はあってはならないと主張するリベラル勢力は、地域住民と外国人との摩擦をなくし、共生を図るための具体的な政策を提示しない。

　つまり、リベラル勢力は、地域や庶民の視点から政策をつくりだすという努力をしていない。それがないから、外国人排撃を主張する極右の政治勢力を支持する人が増えていくのである。

　好戦的な自民党の悪政を終わらせたい、しかしそれにかわる政治勢力が出て来ていない。それが現代日本の大きな問題となっている。

Yet, the Liberal Democratic Party government, displaying a belligerent stance without any reflection on ordinary people's lives, dismisses concerns about soaring rice prices, declaring it must be left to the market. The government's stance is essentially, “We don't care if rice prices are skyrocketing.”

Yet liberal political forces also fail to propose concrete measures to lower rice prices. They, too, neglect to address the realities of ordinary people's lives.

Furthermore, the trend of some Japanese rejecting foreigners is, of course, unacceptable. But are they properly explaining the current reality of increasing foreign populations?

　Years of misrule by the LDP government have reduced ordinary people's incomes, increased non-regular workers, and stripped away the basic life once taken for granted: marrying, having and raising children, and building a new home. As a result, the birthrate has fallen, Japan faces a labor shortage, and it has become unavoidable to rely on foreign labor. In reality, the government and business community are bringing in workers from overseas willing to work for low wages. Yet they leave these foreigners in an unstable legal status and show no concern for their human rights. The policy is simply to have them work for low wages and send them back home after a set period. Consequently, the LDP government has neglected to explain to ordinary people that Japan can no longer sustain its economy without relying on foreign labor.

　In areas where foreigners actually reside, inadequate government and local authority measures mean residents inevitably interact directly with them. Local customs, starting with garbage disposal, can only be taught by residents themselves in their respective settings. This sometimes leads to friction.

Behind my house is a six-unit apartment building; half of the families there are foreign. They also come and go frequently. Teaching local customs falls to neighbors like myself.

　The number of foreigners is gradually increasing, while residents harbor anxieties. The government, local authorities, and companies employing foreigners offer no explanation whatsoever, leaving the situation neglected.

Liberal forces who argue that rejecting foreigners is unacceptable fail to propose concrete policies to eliminate friction between local residents and foreigners and foster coexistence.

　In other words, liberal forces are not making the effort to create policies from the perspective of local communities and ordinary people. Because this is lacking, support for far-right political forces advocating anti-foreigner sentiment continues to grow.

People want to end the belligerent, misguided policies of the Liberal Democratic Party, but no alternative political force has emerged. This has become a major problem in modern Japan.
